My comment is related to a previous discussion within the region regarding concerns with future projects involving roundabouts, and complexities with resurfacing them. Wanted to ensure the multiplier Todd referenced was applied to the initial pavement design, to hopefully make a future project easier to accomplish. Project Scope: The Wisconsin Department of Transportation is currently proposing a Highway Safety Improvement Program (HSIP) project at the intersection of STH 11 (Durand Ave.) and CTH J (S. English Settlement Ave.) Due to the high frequency of right-angle crashes at this intersection and the ineffectiveness of the low- cost measures taken in recent years, Both WisDOT and the local governments are seeking to implement a feasible and effective safety improvement at the STH 11 & CTH J intersection, which is on a shared border between the Town of Burlington and the Town of Dover. This intersection had 27 crashes and a crash rate of 1.27 with an injury/fatality percentage of 59% between 2013 and 2017. Of the 27 crashes at the intersection, the vast majority were right angle crashes where drivers on County J failed to yield the right of way to the vehicles on WIS 11. Both the speed and type of vehicles contributed significantly to the severity of the crashes as well as four of the 23 right angle crashes may have been affected by the locations of the nearby business, beam guard and commercial sign in the northwest corner of the intersection, which have the potential to obstruct the view of drivers, especially when the parking lot in front of the building is fully utilized. Weather conditions, time of day and driver intoxication do not seem to be significant contributing factors; however, those elements were present in a few of the crashes listed. After evaluating new possible safety enhancements and reviewing the several safety enhancements that have been implemented at this intersection in recent years (see linked HSIP application below) WisDOT, with the support the support of the Town of Dover, the Town of Burlington and Racine County, agree the installation of a roundabout seems like the best alternative to help eliminate the right angle crashes that have caused 16 injury crashes in the crash period including 3 fatalities.
